The saying goes: Closing the barn door after all the horses have left the barn....
It's something that my government is very well versed in.
BTW, as long as I'm around, there will always be a horses ass.... LOL!

One of my co workers uses the phrase:
It's like closing the barn door after the horses have eaten all the children.
I kinda like that one.
