Just adjust both truss rods the same amount and start with 1/4 turn incrememnts until you have the desired relief for your playing style. For example, if you play hard, don't expect the bass not to buzz with low action.
We don't have any hard-set specs for setup, it's all done by feel. We set up our instruments to have very low action from the factory. If it's too low, raising the action is trivial compared to lowering it when the bass hasn't been set that low before.
String tension varies greatly, so I'd advise you use the strings you prefer most when doing the setup.
Also, everytime you do anything to change the length of the vibrating string (truss rod adjustment, changing the height of either the nut or bridge) you should reintonate.
