The first link is actually MK on The Big Breakfast. That show was freakin awesome!

Hmm its not sesame street. Nor the big breakfast, the presenter is a guy called Chris Evans who was a big noise in England at that time. He got sacked from BBC Radio 1 at one time and also i think bought one of the big radio stations in London.  
I'm not sure what programme is shown on that link but he did do lots of these strange programmes in the 90's. One was called Don't For get your toothbrush.

Ah Yes. The puppets were called Zig and Zag and actually started out on an Irish Childrens TV show and developed a huge cult following. They then went on to UK TV and MTV Europe.
 
The show was the Big Breakfast.

When I was studying at UCG in Galway (98) I watched Den2 with Dustin the bird with the Dublin accent. I picked up a talking version of him for old times sake before I left. I also watched A Scare at Bedtime with Podge and Rodge who used to be on the kids program. Much more for adults than kids. Ample fecks, arses and gobsheits!
