Are there portable bass amps that can handle a low b?

It does not handle loud volume very good, but it does handle a low B at lower volume just fine. It is perfect for practice & learning songs, & it has a headphone & Aux jack to plug your MP3 player in & play along. I just took it on a trip to Alaska & it fits perfect in a carry on bag.

That Vox thing looks really cool!
I have a Carvin MB15; just under 33lbs. And it has a headphone out. Not sure about a low B, but my D-tuner (tuned to D) sounds great.

Your concern should be if it can give enough headroom to handle an active bass without distortion, because handling the low B relates more with your phone than which amp you've choose. I use an AKG K-414 light phone at home and smaller gigs because it is cheap, loud and can boost lows more than other similar phones.
Not just a bass, this is an Alembic!

I just bought that little Vox Bass Headphone amp. Soooo easy to plug in my MP3 player and learn songs. And I can practice late and not wake the house.
 
Sound quality is very good too. I was playing one of my basses through it and thinking why doesn't this bass sound this good with my amp... You've got to use robust quality headphones, but it handles a low B no problem (actually Bb in my case).
 
No problem with my Series I. I've used it with other passive and active basses and it works really well.
 
I haven't blasted the volume, but at practice levels, nice full sound.

Not that I need another toy, the MB15 has a headphone out, but the idea of plugging in a CD/ MP3 player sounds fun.

I haven't done it myself, but in the course of researching this purchase I did see some reviews where people were doing that with the guitar version. So apparently, yes.

i keep going back and for the tween  the bass pod, which i had once or the jack model. Prices on ebay are high right now. round 80 used. I went with a jack model. it has a jack so i can plug my ipod in and play to that.

Just got it.  
Obviously the better the headphone the better the response. I used etymotics(in your ear)which is a high end headphine
Overall the sound was pretty darn good. There is some high end hiss when you crank it.
NO issues with my low b string.  
And if you want to blow your drums out, you'll get distortion.  
The jack has 5 positions. volume filter q switches
a must for if youre a night person
