I think I can locate all the rest, but the 24 to 30 VAC center tapped transformer, I just don't really know much about.
 
Can anyone suggest a specific part that would work (preferrably with a location to buy it online)?

Well I won't have to send any out. Look for a Stancor TP2 on the transformer, dad says these are usually quite easy to find surplus.

Can anyone here who built one of these give an approximation of how much it cost to build?
 
Or better yet, does anyone have one of the old blue boxes they have maybe replaced with a rackmount they want to sell?

I just built one in OZ cost me about $55 AUD the diecast box was the dearest part at $35

You can use the above schematic and build it that way. I got the single rack space 19 boxes from Markertek. I included some other stuff (front & back outputs, mono/stereo switching, effects loops, etc.), but this will get you going.
