It is not. Bubinga is in the Guibourtia genus, and while it's sometimes commercially referred to as "African Rosewood" it's not in the Dalbergia genus. Note that it was added to CITES appendix II in January, so international shipping requires documentation from the local management authority (Fish & Wildlife Service in the US).
